When I start my car (and only when I start it cold) a big cloud of white smoke comes out of my tailpipes and it smells like burning oil but then goes away and it won't do this when I start the car with the engine warmed up. Any ideas?

Smells like oil? Well, I dont know about that, but a puff of smoke is quite common for a car as old as yours. Its usually when the car pushes condensation out of the exhaust.
Are you sure the smoke is white and not a bluish color? Usually a puff of smoke at start up that smells like oil means your valve seals or valve guides are leaking.
I'm gonna agree with Stroked89 here, I'd bet your valvetrain is leaking oil. Nothing serious to worry about unless its' using more than a quart of oil every 3000miles.

Worn valve guides. After the motor sits, the tiny traces of oil between the guides and the valves, seep down onto the bacside of the valve face. Upon your first start up, the few drops on each intake valve gets sucked into the chamber and *viola* theres your whiteish/blueish smoke.
