96 Impala SS Trans Problem - F-Body Online

This is my dads Impala SS, he recently blew the transmission and we can't figure out why a brand new trans wont go into 3rd gear. Anyone have any ideas?

Performabuilt sent another unit, said this one they tested in a car. And they installed this one, YEP no 3rd again!
I have my stock computer that I put back in the car (I have had a modded one, but put the stock in incase that was the problem), i tried that and no difference.
so I'm at a loss, so is the trans shop, they even installed new speed sensor just in case.
the trans shop sent it to a local shop with computer diagnostics, they scaned it, with no codes, no problems noted, all selinoids were told to open, they suggest, bad transmission.

question? is there any electrical thing that would cause this?
