There are two ways that I have been told chopping can occur.

1: The tire comes off of the ground, and when it comes down it slips a little. Every rotation the tire makes, it slips in that spot again.. and it will progressively get worse. I myself do not understand this a whole lot, but the guys I work with have said it over and over.

2: Toe out can also cause the tire to feather on the inside, or atleast wear alot quicker I would imagine.

Perfect example:

The new wheels and tires that I put on the Cavalier were chopping on the inside on the front, I had the car aligned and moved the chopped tires to the back. No more chopping since the alignment. The toe can cause problems with the way a tire wears.

Edit: I completely agree with the lack of rotation problem as well, that is very common. But, a true alignment shouldn't cause any problems with the tire, unless the first scenario that I posted happens, which is common on a bumpy road from what I hear.
