Yes, in order to carry it in public, or in your car unlocked, and loaded. Otherwise you should have a locking mechanism on it and there should not be a clip in the gun.

No clip in the gun? Thats kinda pointless, if someone started to rob me I'd be more inclined to go with my most reliable guns... I call them lefty and righty and I've had 'em since day one! *hits a Hulk Hogan pose*

THe above statement is how your supposed to carry a gun in public, without a permit.

Exactly. If you have the gun out in public with no permit and the clip is in the gun you will be looking down the barrel of a few cop pistols.
