I use Eagle One Nevr Dull for all chrome, and it works wonders.
It's an interesting product, it looks like cotton in the tin, and you rip a little bit off and use that to polish and clean the chrome. http://superiorcarcare.net/eo104.html

Your wheels need to be maintained differently than most ling. Those are awesome wheels, but i'll tell you what. They are a bitch to keep clean.

i have weld prostars on my cutlass and they are polished aluminum, and i have one of them mothers buffing balls, and ill tell you right now i can get 1 rim that is caked in break dust looking brand new with about 15minutes of using that thing, that and my microfiber towel for drying my camaro off so there are no waterspots are probably the best purchases i have made.

THe mothers polish of course. I've looked and honestly nothing else works better for Chrome.

I usually start with a cold wheel. Hose it off first, then rinse with regular soap and water. I always try to get in the cracks by hand with the soap to break off the bad stuff. I hose the wheels again, and let them dry. After a bit I will go back to them and spray them with Turtle Wax wheel cleaner (it comes in a green spray bottle) I'll mist the wheels and let the liquid sit for a few minutes, go back and hose off. The wheels come out looking good as new and very shiney. Also when i use spray on tire shine, i will rub that in, and clean off the excess with a rag. That usually always helps too.
