Take the pic you want to edit while it's in a folder, right click it, "open with"...choose the program "paint" or "paint brush". Then use the small paint brush icon on the side tool bar and pick the color black and shade out the plate. It will ask you to save the file when you go to close it, name the file and on the save box there is a drop down panel at the bottom that says "save as" click that down to "all files", that way it will open as a regular pic rather than a "paint" only application. I have done this several times. good luck.

My favorite way to do it is to open the picture up in MS Paint. Select the "pick color" tool (it looks like a little eyedropper, or something). Click on the area of your license plate that surrounds your plate number (the white part). Click the "magnifier" tool (it looks like a magnifying glass). Use the magnifier to zoom in on your license plate. Then click the "brush" tool (it looks like a paint brush). Use the brush to paint over the numbers on your plate. If you do it right, the result is a blank license plate...

I like to mozaic mine. I just do it in photoshop. I don't bother anymore though, seeing that anyone can see your License plate anytime you're driving anyway

I prefer Infanview IrfanView - Official Homepage - one of the most popular viewers worldwide to paint dure to the fact paint compresses your pics further. And doesn't really make the file that much smaller. YOu can just with them out by dragging over the area and right clicking, then click on cut.
