They know idiots will buy them same with spinners. I mean. how much could it possibly cost to produce wheels with an extra plate spinning?

An actual spinner rim is rather expensive to produce. You need a high quality bearing that can be greased and keep out moisture and last for at least as long as the car and keep spinning smoothly if it's maintained. (Key word there, maintained) So for each wheel I'd imagine about $500 completely ready to go grease in the bearings. Tripple the cost and you have a cheap spinner.
